i cant understand the meaning of this sentence , will you help me?

in an article of 1878 he wrote: 'what can or ought the public to care about the identity of the portrait?'

It's important to give the source and author of any quote. Who wrote that sentence and in what publication?

Note my corrections above. It's important to follow these rules of written English:

- Start every sentence with a capital letter.
- End every sentence with one appropriate punctuation mark.
- Always capitalise the word "I".
