I am wondering if my sentence is grammatically correct.

The investigation into sexual harassment in the army seems to lead nowhere because of the wall of silence and unwillingness of witnesses to come forward.

The investigation into sexual harassment in the army seems to lead nowhere because of the wall of silence and unwillingness of witnesses to come forward.

It sounds as if the investigation is ongoing so I would use the present continuous - "... seems to be leading nowhere". I'd probably also use "due to" rather than "because of". I'd also say "... an unwillingness on the part of the witnesses ...".
