The following is from a local newspaper.

The judge said that "Wolero was not entitled to terminate the contract on Aug 11, 2015", and that it was Wolero, which had breached its hire agreement with Mr Lim.

1. Is the part in bold correct? Should "that" be removed? If not, how should it be rephrased?
2. Should there be a comma after "Wolero", as inserted by me.

"that" is optional in that sentence. Your addition of a comma is not correct.
