She had a flashy look about her, but it wasn't pronounced. It wasn't very obvious. It was subtle. It was hardly flashy at all.

In this context, "flashy" means dressing in a way that is intended to get attention and admiration, usually not in good style or taste.

It seems to me to be damning with faint praise. Without more context, "she" is slightly over the top, but not outrageously so.
