Shouldn't the above sentence read:' the author most commented on is....'

Probably. More context would help.

And it's probably 'Joyce'.

And he was 'the most commented on'. The verb 'comment' is usually intransitive, though in less formal registers it can sometimes be used to refer to written comments - as in, for example, 'a heavily commented manuscript' or (in the software world) 'helpfully commented code'.

Another way you can use comment is to make it a noun: 'Joyce is a writer who invites/prompts/provokes... much comment'.
