The prison management is baffled how a prisoner has managed to break out without help from outside.

The prison management is baffled as to how a prisoner has managed to break out without help from (the) outside.

You will also see "The prison management are ...".

I would actually say "The prison managers are baffled by how a prisoner managed to escape with no outside help."
