What is the meaning of "both" in the following context. Thank you.
"The city is there because of the Chicago River, which connects it to the vast grain fields of the prairies, the Great Lakes and the rest of the US. The river, Chicago’s dark artery, was by the end of the 19th century supporting the fastest-growing city the world had ever seen. It was extended, canalised and filled with the effluent of stockyards and slaughterhouses, and the toxic flow of industrial waste began to pollute the city’s greatest resource, Lake Michigan. To halt the contamination, its flow was reversed in 1900, creating Algren’s metaphor for everything that was dark and unexpected in Chicago.
The river was both at the heart of the city, its downtown defined by the heavy engineering of the lifting bridges that extended its grid across the water, yet unreachable, its toxic waters exiled to subterranea. That historic fissure has now been modestly and meticulously repaired."
