The second coat of anti-corrosive should be applied to all areas where the first coat of anti-corrosive has been applied and any areas of exposed abraded epoxy where the thickness of the epoxy system is under 300μm (12 mils).

Does the above sentence present understatement, namely, (to) is missing from the text?

9. Application of second coat of anti-corrosive to the Verticals and Flat Bottom.

• The second coat of anti-corrosive should be applied to all areas where the first coat of anticorrosive has been applied and any areas of exposed abraded epoxy where the thickness of the epoxy system is under 300µm (12 mils). • Apply by airless spray.
• Use a narrow angle (30°) tip and low pressure to minimise spray dust.
• Second anticorrosive coat must overlap the damaged area but be within the first coat of AC. There should not be any spray dust on the intact silicone.
• Check the anti-corrosive thickness prior to application of HEMPASIL X-TEND 27500 or HEMPASIL XA201 Tie Coats to ensure that it is as specified.
• Once completed remove the epoxy pumps and all 08450 thinner and replace with clean pumps and hoses for silicone application in tented areas and not directly on the dock bottom to protect all items from contamination.

The red "to" below already serves that function:

I don't know what the process is called, but I like to call it the "distributive property", akin to the mathematical concept that a(b+c) = ab + ac.
