1. Is the colon required?
2. Should the full stop be inside the quotation marks in British English?

The colon is not required. The full stop should be inside the quotation marks in BrE because the entire sentence is being quoted. If only part of a sentence is quoted, the full stop would go outside the quotation marks.

The sentence is "You are clever."
The sentence includes the words "are clever".
