I am not sure if my sentence is correct. Would you please correct the mistakes? Is it correct to use "whereby" in this sentence?

The town introduced zero tolerance policy for littering, whereby anyone who does not comply with it can expect heavy fines.

Yes the sentence is fine. "Whereby" including the comma is used properly as I see it.
