According to the "Longman Phrasal Verbs Dictionary" pass by has several meanings, which determine the position of the pronoun. To summerize, it looks as follows: 1. when we speak about someone going past without stopping we say 'pass me by' (A lot of people passed by me.);
2. events, opprtunities, time we say 'pass me by' (Don't let life pass you by.)

Hope it's clear and helpful to you.))

Time passes by whether we like it or not.

The use of "don't let time/life pass me/you by" means that you should not allow it to pass by without doing something useful with it!
