The white paint will adhere to the tie coat visible unlike that of the intact silicone.

Does the sentence mean that "The white paint will adhere to the tie coat visibly as opposed to the coat of the intact silicone"?

What do you think?

In a paint specification.
• Identify areas to be treated and evaluate the general condition of the entire hull. • For areas on the underwater being prepared back to the steel substrate, ensure the areas for subsequent surface preparation are well defined and possibly marked out. This will help guide the workforce. Marking can be done with “white paint” (acrylic for example- is recommended). If marking its carried out do not forget to “square up” to give blocks on all areas. • If an area of sound Tie Coat is visible the preparation option may be to abrade this area only. No paint marking should be used here that may contaminate the substrate prior to overcoating. The white paint will adhere to the Tie Coat visible unlike that of the intact silicone. This will prove hard to remove without mechanical means and therefore is not recommended.

It's somewhat ambiguous as to whether it's saying the white paint will adhere to the tie coat, which is visible unlike the silicone (which isn't visible), or if it's saying the white paint will adhere to the visible tie coat, unlike the silicone (which it won't adhere to).

Logically, the second one is more likely.
