I wonder whether native speakers interprete it the same way.

If you want to compliment somebody you could say their work is good, very good, or excellent. You could also say their work meets and exceeds standards. On the negative side, you might say their work is not up to standard.

It's not a great compliment to me- it simply says that they follow procedures.
