Is the following sentence grammatically correct?

There was a couple standing near my house.

Yes. Having said that, it would be more natural to say "A couple was standing near my house".

Bear in mind that this can only refer to two people who you know are in a romantic relationship - that's what makes them "a couple". If you're talking about two of something, you would use "There were", for example "There were a couple of dogs near my house".
