I appointed an IT professional in the office but he is not competent so I transferred him to work as Receptionist. This is an official written warning for your failure to perform the entrusted job to you.

You had been endorsed a task related to your original profession apart from your routine job to carry out during your spare time, but you refused to execute as instructed. Repetition of such ignorance will result in further disciplinary action as it may deem fit.

See above. Note that "free time" and "spare time" are sometimes used to refer to the time people don't spend at work. Initially, I thought you were telling him that he had to carry out these IT-related tasks outside of work hours. That would have been totally unacceptable. However, I understand now that you mean that you wanted him to do the IT-related jobs alongside his job as a receptionist.

I would like to know if he is being paid a receptionist's salary or that of an IT professional. If, since he was moved to the receptionist job, he has been paid only as a receptionist, it is my opinion that he is well within his rights to refuse to carry out the IT-related job. Someone needs to decide if he is a receptionist or an IT professional. He needs to be paid accordingly for the work he's doing.
