Does the sentence "This specification covers non-skid coating systems for application to weather decks" mean "This specification discusses/talks about/includes non-skid coating systems thatwhich are to be applied to weather decks"?

I think so.

In fact, delete "that which are."

There's no such thing as a weather deck. There are all-weather decks weathered decks.
