It is a computer term.

Three finger salute:

Slang used to describe the IBM PC compatible three key sequence Alt + Ctrl + Del developed by David Bradley. This term became popular after IBM PC compatible users had to continually press these keys each time their computers froze or had other issues.

Thanks for your help Henry. But there's got to be another meaning. I got the phase from a novel:
She gave her neighbor a three-finger wave, then backed out onto the street and zipped past him before he could flag her down.

I'm not sure- we have a two-finger salute in the UK, which is a rude sign meaning 'f*** off', made with the index finger and the middle finger (the opposite of the victory sign). ;-)

Thanks, tdol.

Both one finger and two finger salute are rude and offensive. Could the three finger elude its terrible brothers?

I searched the Internet and found that Boy Scout Salute is also called three finger salute. Would this be a turning point?

I think the boy scouts use a two finger salute: index finger and middle finger extended together; fourth and fifth fingers bent, touching thumb.

I read a couple of articles mentioning the three-finger boy scout salute, here is some of them:

The Boy Scout Sign is the middle three fingers raised and the tips of the pinky finger and thumb joined, with shoulder and elbow at right angles.
The Boy Scout Salute is the the hand held in the same position as in the Boy Scout Sign, with the pointer touching the forehead or hat brim. This is similar to the salute used by militaries around the world.

Actually it’s a weird three-finger thing for the BSA (Boy Scouts of America). Cub scouts do the two finger thing.

The researchers found that wild chimps learn specific hand gestures. "It's like the boy scouts having a three-finger salute and the cub scouts having a two-finger salute," says McGrew.

Well, Mike you are also right since the cub scout use a two-finger salute.

So I guess the three finger wave/salute means a friendly greeting or gesture.

The original context suggested a friendly gesture and certainly didn't go with a computer reboot. I think you've solved the case, Sherlock.
