Please, what exactly is it saying the following sentence:

"We are surely sincerely meant to take careful note"?

Meaning for "to be meant". Does it mean "We have to take grave note of that"? We are supposed to take note seriously" on that?

It is a double emphasis on the need to take careful note.

My interpretation would be "Someone most definitely intends that we take careful note."
