"No less damaging to the argument that Iranians aspire to take Israel out in a hail of nuclear missiles is the reality that it would take decades for Iran to match Israel’s already formidable nuclear arsenal, if indeed it aspires to. Does to be the wiper than wipee mean to destroy others? By the way, I haven’t found wipee in dictionaries.

The operative phrase here is to "wipe off the map." The one who wipes is the wiper. The one who is wiped is the wipee.

"Wipee" is not really a word, but it is understood in this context because of the use of these endings in other English words. Employer/employee. Lessor/lessee.
