Does to be the wiper than wipee mean to destroy others? By the way, I haven’t found wipee in dictionaries.

The operative phrase here is to "wipe off the map." The one who wipes is the wiper. The one who is wiped is the wipee.

"Wipee" is not really a word, but it is understood in this context because of the use of these endings in other English words. Employer/employee. Lessor/lessee.
