Instead of saying "deal with the worlds of things and ideas on an individual basis ", does saying like the underlined imply you want to emphasize "on an individual basis? Why was it inversed and inserted? It may be a writing style, but I guess it's for emphasis by breaking some stereotype rule.

There is no rule. The person who wrote that might well have chosen a different word order if s/he had woken up an hour earlier/later.
