I can't make much sense of the part "to do think". The way it's written sounds to me something like "But we are supposed to think she should take additional steps to widen the party’s political spectrum". This is new to me. Is it a correct utterance in English?

No, it's an error. You could replace "to do" with "some" to get a meaningful and correct sentence but there's no way to know whether it would convey the author's intent.
