'To fix' or 'to engineer' the elections?

Hi all, I was wondering if the word 'engineer' could be used instead of 'fix', more or less, meaning that somehow things are pre-determined or influenced by some special groups or whoever?

It would make sense, but 'rig' or 'fix' is a much stronger collocation.

Normally, the verb 'engineer' is used of a result rather than the election itself: 'They engineered a large majority for the Blue party by rigging the elections.'
