let's say I have a document in which I blackened out certain passages containing confidential information.

Would it also be correct to say 'garbled' instead of 'blackened out'?

No, "to garble" means to mix up the words so as to make them unintelligable.

I don't think he's saying that, he probably don't want certain people to read his documents.

Don't worry, I know this.

I just offered an alternative word for "blackened-out" and showing its usage.
