I'd call it 'fluency', by the way. Fluency comes with time and practice. whl626 is right to talk about reading, but I've never been much of a fan of reading aloud. I do try to imagine conversations as a way of trying to hear the sounds. ;-)
1. Do not be shy about speaking in English, even if at first it mostly doesn't sound right. Ignore people who snigger or stare at you. You are trying to learn something, which is nothing wrong.
2. Read simple and interesting story books, e.g. Enid Blyton's Famous Five.
3. Get a good basic grammar book. Do not try to understand everything in it, at the first few times you study a topic. Move on to the next topic after a few tries instead of staying stuck on a difficult one.
