Why is it illegal to live out of your car?

I believe this is a law in some places but I could definitely be wrong. I was wondering though, why this law is even in place. It doesn't hurt anyone and it just doesn't seem like a big deal to me.

Could the sentence "Why is it illegal to live out of your car?" be replaced with "Why is it illegal to live in your car?"

If not, what is the difference between "to live out of a car" and "to live in a car"?

Thank you.

The writer may have had the everyday life of someone who sleeps in their car in mind. Although such people sleep in their cars, they probably don't spend nearly as many hours per day in them as someone would spend in a house or an apartment.

"To live in your car" sounds a little odd because of this image. I'd prefer "to sleep in your car".

So, they only sleep in their cars for a short time?

They probably don't spend a lot of time in their cars other than the time when they're sleeping in them.

I see. They sleep in their cars most of the time.

There are indeed city ordinances that prohibit you from sleeping in your car. Their intention is to discourage homelessness. A bigger issue is parking which is never easy if you want to make your car your home. You have to move from place to place to avoid parking tickets and other nuisances. However, if you just want to save money on a road trip and sleep in the car for one or two nights, you should be just fine.
