PERSONAL PROTECTIVE EQUIPMENT

Permit entries may require the use of personal protective equipment by workers entering the confined space and/or by rescue teams. What equipment is needed will have been determined by a foreman to the issuance of the permit.

Does the fragment to the issuance of the permit mean for the purpose of issuing the permit?

I also took the following structures into account:

to the end of issuing the permit = (for sure, I think so) for the purpose of issuing the permit.

What is your opinion on that?

Thank you.

It is a fragment from the procedure about work in confined spaces.
