Suppose I run into a friend at the university at 8 pm. Can I ask him either "What time did you get here tonight?" or "What time did you get here today?"?

Since you don't know what time he got there, don't use "today" or "tonight".

What time did you get here?

- Hi, Beachboy. I was late for class yesterday and my teacher scolded me.
- What time did you get here yesterday?
- I was half an hour late. He told me not to be late for class again.
- And what time did you get here today/tonight?
