We want to get attention, and someone told me that language is colorful, raising our tone at the end or at the beginning which I cannot remember occurs regularly

I understand what you are saying. Yes, 'raising' the inflection of some of the words in a sentence will definitely 'get someone's attention'.
When someone asks me 'How are you doing?" My response could be 'Fine. Thank you for asking.' Or, I could use a raised inflection and say "I am fine. How are
you?
It comes down to a question of personal style and just how much 'attention' you really want to get!
For practice, ask me the following question using a different raised inflection in each of the sentences:
1) What present do you really want me to buy you for your birthday?
2) What present do you really want me to buy you for your birthday?
3) What present do you really want me to buy you for your birthday?
