[General] 'top of the country' vs 'top in the country'

Hello,

Could you please see if the use of 'top of the country' is correct in the following sentences? Or, should it be 'top in the country'? I am not clear when to use 'top of the ' vs 'top in the '. Are they same?

1 . The number of the projects had accounted for ___% in the country, ranking the top of the country.

2. By the end of 2011, the area of the Energy-efficient Buildings had totaled up to ____ million square meters, the scale of which had ranked the top of the country.

The number of projects does not rank the top, it is the company undertaking the projects which get the ranking.



2. By the end of 2011, the area of energy-efficient buildings undertaken by xxx had totaled up to __ million square meters, making it the top in the country.

Again, the area or scale does not rank the top, it is the developer or the company who built the buildings which is ranked.

I understand what you have written. Suppose the ranking is about certain kinds of buildings. In this case, it is about energy-efficient buildings. In other words, suppose a company builds all kinds of buildings, including energy-efficient buildings (as a separate category). In a particular year, this company built 50 million sq meters of energy-efficient buildings, and it built 40 million sq meters of other type of buildings (conventional, non-energy-efficient, perhaps), then can it not be said that 'the area (built by this company) had totaled up to ___, making it the top in the country'? Or does it mean that this company has built the most sq meters of energy-efficient bulidings (as compared with other companies which also built energy-efficient buildings)?

Sorry, if what I am saying does not make sense. I am a bit confused.

When you talk about ranking, there has to be many competitors.
OK, the company built the most energy-efficient buildings in terms of area, compared to other types of buildings.
Who/what are you comparing the company with?

Who/what are you comparing the company with?

The comparison can be between/among(?) companies that build energy-efficient buildings, as you mentioned.
Or the comparison can be about what types of buildings were built the most in a given year. In this case, I think it is talking about energy-efficient buildings being built more than other types of buildings, but I am not sure.

If it is comparing companies, then I understand (from your response) that 'undertaken by XXX' needs to be added for clarity/correctness.
