(1) Tornadoes and Severe Storms Blanket Region
Remnants of Hurricane Ivan spawn storms across metro area. Tornado watch in effect until midnight.

Tornado watch = Tornado forecast?
Watch is served as a noun here.

(2) "I live down the street. We were cooking dinner and didn't hear anything. We didn't know about it until a neighbor called to ask if we were all right," Maggie Taylor said.

I live down the street = I live in the street.
That is, "live down" is not served as a compound noun here.

(3) April Rollins, 38, and her three children and two dogs also ran for the basement of their Hamilton home. "I don't know what we're going to do for dinner," she said in her darkened house on East Colonial Highway, "but we're making memories."

Making memories =?

it means Tornado alert is still on.

"live down the street" means "not far away from'/ a few block away from us...etc....

"but we're making memories."

it means it will make for a memorable time for them, they won't forget about it.

Thanks Natalie27.

a few block away from us = near the place where we live?

But the reporter didn't mention where he lives.

That's true. When he says "down the street" we assume he is pointing in the direction where he lives and and the phrase itself means that it's close by (possibly only a block or two away or maybe just a few feet away).

Same thing if someone asks you on the street: "where is the nearest liquor store?" and you are right on the same street as the liquor store, you would say; "Oh, it's just down the street, keep looking for a man playing the guitar - he is sitting right outside the store".
