1. Give tough time time to sb. 2. Make life miserable for sb.

(he acted miserable to the the clerk, arguing)

I am going through a tough time right now.

Exact meaning always depends on context and theese are without context but in general the meanings are as follows

1. Give someone a tough time

By your actions cause someone to feel very uncomfortable and stressed. For example interrogate someone or otherwise put them under pressure.

2. Make someone's life miserable

Cause someone great discomfort by continually putting under some form of stress for an extended period e.g. days, weeks or months.
