What would fit with the phrase "Joe wanted to create an affect/effect of....

What is the difference between these two words in this case?

Hard to say really.

an affect is rather bad influence

an effect is a cause or to bring about something but not in a bad way.

So guess it comes all down to the context

Affect- this is a verb, so it doesn't fit in the context of the sentence
Effect- usually a noun, so it fits here
