How to understand the following sentence:

£ Personnel placed at our disposal is not controlled in safety and administrative requirements by our staff

It's not very clear. I'd say 'are' not 'is'. It sounds as if the personnel are not full members of staff of the company and are therefore not covered under the safety and adminstrative requirements. Are they temporary? ;-)

I agree with TDOL about the "are" (personnel is a plural noun) and that it is not clear what the sentence is attempting to state.
