[Vocabulary] trouble with the word "percent"

Dear teachers,

if you want to talk about a particular percentage, let's imagine there are 10 bullies in a group of 100 pupils - how can you answer this question:

Do all the pupils in the group bully others?

No, they don't.
a) It's only 10 percent of them that do so.
b) Only 10 percent of them do so.
c) There are only 10 percent of all the pupils who do that.
d) These are only 10 percent of them.
e) These bullies only represent 10% of the pupils.
f) It's only 10 percent who bully others.

I see the idea but is it possible to rephrase this sentence starting with "these bullies"?

"Represent" doesn't sound good. Some might accept it.
"They only account for 10%"; "They only comprise 10%" ...
