Turn of the century.

I have made a search for what "turn of the century" is and seen that it means "starting a new century".

There is a writing in a dvd cover for a game. "Exotic adventures at the turn of the century."

But in the explaination, this writes: "October 1903 London- Professor Samuel HUnt a scholar of the British Museum receives an anonymous letter which promises a discovery of world importance."

But I think "a turn of the century" cannot be 1903 but be 1895, 1890, 1899 etc. Would you explain this?

It can refer to a period around the time of starting a new century. From a few years before to a few years after.
