Does this "turn to" refer to "depend on" or "switch over to"?

ex)In their efforts to control infection, hospitals are turning to disposable medical equipment and products. Using these medical products controls infection and disease properly. Besides, it ensures safety to staff and patients...

I interpret this as meaning "switch over to". Previously they had equipment that would be cleaned and reused, now they are using disposable equipment.

I agree that "switch over to" is is by far the more likely interpretation. "Depend on" makes sense but is not the meaning I would take if I saw your headline.
