Two years after the tragic train accident

I am wondering if my sentences are grammatically correct. I am not sure if used the word "still" in the first sentence.

Two years after the tragic train accident, still, nobody was charged in connection with it. The survivors told the press that the wheels of justice were too slow, and they and their families felt hopeless and abandoned.

I would use "still nobody had been charged ..." with the original sentence.

I don't find the entire construction particularly natural. I would probably write something like:

Two years have passed since the tragic train accident yet, still, nobody has been charged in connection with it.
Two years had passed since the tragic train accident yet, still, nobody had been charged in connection with it.
