Does "under required fill" mean "not filled according to the requirement"?
4.4.2 Examination of containers. Each container randomly selected from the lot offered for delivery shall be examined for defects of construction of the container and of the closure, for evidence of leakage, and for unsatisfactory markings; each container selected shall alao be tested to determine the amount of contents. Any container in the sample having one or more defects or under required fill shall be rejected, and if the number of rejected containers in any sample exceeds the acceptance number for the sampling plan in accordance with MIL-STD-105 which was used, the lot represented by the sample shall be rejected.
