usage of "Notwithstanding"

From a Calvin and Hobbes comic strip; Calvin is seen wearing a scarf, ear warmer and gloves while his mother is casually dressed. Finally the mother says: "Theatrics notwithstanding, the thermostats stays where it is". I am translating "notwithstanding" as "despite your theatrics ..". Is that the correct meaning ?
