Use of "any" and "no"

Which of the following two sentences is grammatically correct?
Anyone has not visited the museum for the last two months.
No one has visited the museum for the last two months.
Is there a rule about "not" preceding "any..." but never following it in grammar? Please explain.

There is no such rule that I am aware of.
Anyone, not only those, who look, can see it.
Anyone not asleep can see it.
Any not here will be judged absent.

What I mean is "not" in the finite verb phrase__ someone please explain why "anyone has not visited the museum" is incorrect!

It's incorrect because it doesn't mean anything.
* "Anything is not meant by it". This is wrong too.
