use of "refer" v/s "refer to"

Whiich of the following is a correct usage?

"please refer to the brochure for details"

or

"please refer the brochure for details"

The intended meaning is obvious, I suppose

==> Please look in the brochure for details.

Please refer the brochure for details. (Not OK)
==> Please give the brochure a referral.
