I managed to talk to xxx today?

"I managed to talk to xxx today" is certainly acceptable.

"I managed talking to xxx today" is not correct grammatically.

Politer, though, would be: "I managed to talk with xxx today."

However, polite is not always wanted or needed. It will depend on the situation.

". . . talk to . . . " is clear, and will be understood in all cases. It implies more of a one-sided talk, though, as if you were telling someone something.

". . . talk with . . ." gives more the impression of a two-sided conversation.
