[Grammar] using "as of"

Hello,

I am very confused regarding the meaning of "as of" here. I would be glad if some one could help.

In a University, the spring semester starts on 07 February and ends on 01 August.

If the University website says about a certain criteria:

"This criteria applies to students who have not completed their Qualifier exams as of Spring semester of 2014".

So, in this case if a student completes their qualifier exams in June 2014, will this criteria apply to them ?

Spring 2013-2014 is a "spring semester" that started in February and ended in August. Thats the actual wording on the website.

So the semester started in February 2014 and ended in August 2014. So, if some one completed their qualifier exams in June 2014, then does the criteria apply to them ?

It may be on the website, but it doesn't make sense. If it means 'the spring semester of the 2013-14 academic year', it should say either that or, simpler, 'spring semester 2014'.

"as of" is one of the more useless phrases in English. It can mean 'before', 'since', or 'at that time'.
I'd suggest not using it. You must ask the person who wrote that.
I also don't understand why it's called a "2013-2014" semester when it's all in 2014.

As I mentioned, it means "spring semester of the academic year 2013-2014".

The phrase has been used on the website and I need to interpret its meaning. The problem is not the usage of 2013-2014 as it does not matter in this context. The problem is "as of". Does it mean that the criteria applies from the start of the semester or the end of the semester ?

Can some one help me please?

I wanted to know the literal interpretation of this phrase. I will contact them after I am confident of its meaning, they are not very easy people to talk to.

It's doesn't have an unambiguous literal meaning. And even if it did, it would not tell you whether it applied to the beginning or the end of the semester. That's why no-one can answer your question definitively.
