How does "using English" and "speak English" differ?

does "use English" contains the meaning "speak/write/etc"?

I just don't think i've ever heard anyone using "using English".

Probably not, but it is perfectly acceptable, and it can include reading, writing and/or speaking the language:

"I use English in my business with American clients" = I make use of the English language to communicate with Americans

"Please can you use English when you write to us, not shorthand."

" I speak English when I am with someone from England" = I talk aloud in English.
