It's grammatically correct but it's not natural or logical. We don't "encourage learning skills".

Using technology in schools encourages students to learn.
Using technology in schools helps students to learn.
Using technology in schools improves students' ability to learn.

(I don't necessarily agree with those statements.)

Thanks Emsr2d2. I just was trying to use "encourage" in the meaning of "provide situation to make something develop or happen", but I was wrong.
