It's not a proper sentence because there is no main verb in it. It is what is called a sentence fragment or a minor sentence. I'm afraid I don't know where it comes from. ;-)

It seems to be a comment on two people's tendencies.

Mary consoles people (calms down situations).
John throws bombs (inflames situations).
