Verbs followed by ...to...

Is there a rule to tell you which verbs or types of verbs can be followed by the word TO?I know if a sentence has two verbs the the second verb must be infinite e.g. I want TO GO.I can say I admit TO it. However, I wouldn't use TO after ther verb admire.Can anyone point me in the right direction?Thanks

You need to know the difference between set phrasal verbs, and when a verbal is used in a context that requires a preposition eg
to put off = postpone
to gather together = congregate

but "I admit it" and "I admit to vanity but plead 'not guilty' to narcissism."
