1. What is the differences in meaning and usage between 'vital to' and 'vital for' ?

2. What is the difference between 'all the time' and 'at all times' in the following example:

While you are in the examination room, you should keep quiet (all the time/ at all times.)

Ad 1. I think that 'all (of) the time' and 'at all times' have a very similar meaning; for me, the same.
Ad 2. Two additional question.
-Is it absolutely vital for you to know that at the moment?
-Is it vital to you?
