I have to say before the OP tries again that I think this is an appalling question and that none of the four is a great answer. One is marginally less awful than the others but the obvious answer is "victims".

Sorry, I don't agree, Ems. I think as "victims" already appears in the sentence, it wouldn't be appropriate. One of the given options is perfectly acceptable, IMO.

Apologies. I was reading this on my tiny phone screen and completely misread the question. I didn't see the word "victims" at all. In that case, one of the choices is perfect. :oops:
