My answer is C. Key depicts E. How can I differantiate between that which and in which in one sentence? Is there any specific rules that differentiate between that which and in which? Thanks in advance.

You need in because we say 'in a sector'. Certain countries fall behind in the waste management sector.

Thank you for your reply. We catch the correct answer from preposition of the sentence that comes after the blank. Apart from that question, what is the difference between that and which? Is there any special rule for them?

For a start, when preceded by in.

There are several other ways in which they differ. But they are similar in that they can both work as relative pronouns.
